先备案，才建站可以么？
首次备案，网站内容还基本上没上线或者甚至网站内容还没有想好，域名是万网的，主机是阿里云，可以备案么？ 还是说备案过程中，他们回来审核你网站的内容是否合法之类的？有没有论坛之类的？
